Importance of monetary control and monetary regulation
During implementation of monetary operations presence of normative basis regulating legal relations in the monetary regulation sphere of residents and non-residents, monetary limitations in the existing legislation with the object of control on obedience for this legislation for creation of term reasons for an administrative management mechanism. It is necessary to note that a monetary control being the superstructure of the monetary regulation system as a whole, solves standing concrete problems in the definite development stage of the society in this sphere.
The goal of the monetary control is provision the obedience to the monetary legislation in the monetary operations. The main directions of the monetary control are the followings:
- the coordination of the carried out monetary operations with the legislations being in force and getting demanded licences and permissions;
- check-up of fulfilment of residents` engagement of gained foreign currency in the internal monetary market;
- check-up of being legal and fundamental of payments in the foreign currency;
- check-up of being complete and objective of accounts on monetary operations.
Being one of the main guarantors of the economic relations with other countries customs authorities of the Republic of Azerbaijan play an important role in the rational fulfilment and regulation of the foreign economic activity. We can divide the foreign economic activity into two groups: foreign trade operations and non-trade relations.
Foreign trade operations are implemented in two forms:
- the first, by means transactions on buy-sale principle basis of commodities and services between foreign economic activity participants of different countries (this kind transactions connect directly with calculations in currency);
- the second, by means compensation and barter transactions not considering monetary flow being implemented commodity and services valuation.
- Non-trade operations also consider either transportation of currency through border or valuation of services in the monetary valuation. Thus, customs authorities for foreign economic activity reason Azerbaijan is indirect participant of monetary relations with other countries.
For protection of state interests in the international monetary relations and the provision of the economic security there must be an expedient monetary policy.
A monetary policy is total sum of implemented expedient measures in the monetary relations sphere by a state.
A monetary policy considers measures directed to the solution of the following matters:
- strengthening of the payment and credit ability of the monetary-financial mechanism and country economy;
- involvement of foreign investments with favourable terms for the republic;
- prevention of ground less monetary and national capital flow from the country;
- strengthening of a national currency with progressive guarantees and attaining for a constant market price and free converts;
- prevention of national currency-unprotection of ruling position of manat and negative interference of foreign currency in any form.

16.06.2007 Meeting of the Working Group on Combating Terrorism The meeting was held under the presidency of a new Chairman of the WGCTOC, Deputy Minister of Internal Affairs of Georgia Mr. Georgiy Lordkipanidze with the participation also of Deputy Minister of Internal Affairs of the Republic of Azerbaijan Mr. Vilayat Eyvazov, Deputy Minister of Internal Affairs of Ukraine Mr. Vasiliy Marmazov, Ambassador Extraordinary and Plenipotentiary of the Republic of Moldova Mr. Nikolay Gumenny, and GUAM Secretary General Ambassador Valery Chechelashvili.
