General information for physical persons

Customs service is present at all border crossing points of the Azerbaijan Republic (airports, marine ports, motor road and railroad crossing points).
The employees of Customs service have special uniform and recognition signs.

Crossing points are located at borders of the Azerbaijan Republic with Georgia, Russia, Turkey and Iran.
Also there are sea borders with Kazakhstan, Turkmenistan, Russia and Iran, and ferry service is active with Kazakhstan and Turkmenistan. Green and Red corridors are used at border crossing points.

1.Natural Persons crossing customs border of the Azerbaijan Republic:
Goods that are transported by natural persons and not intended for production or commercial purposes, including goods not included in the lists of control authorities shall be declared under simplified procedure.
The simplified declaration procedure stipulates the use of Green corridor and submission of written concluding declaration.
Concluding declaration form shall accompany the baggage and hand luggage of natural person providing that:
  • number and value of goods transported through customs border of the Azerbaijan Republic (with exception of unaccompanied baggage) shall not exceed the number and value of subject goods allowed for transportation without payment of customs fees;
  • no prohibitions or limitations are stipulated for subject goods.
In case of goods to be subject for customs fees, such goods shall be declared in writing and Red Corridor shall be used.
Items handled by natural persons through customs borders of the Azerbaijan Republic shall be declared to customs authorities.
Declaration can be filled in Azerbaijani, English and other languages.
Declaration shall be filled by the natural person at minimum age of 16. Goods of persons that have not reached the age of 16 shall be declared in the Declaration of accompanying person. Information on goods shall be indicated in the Declaration of accompanying person. Information on goods shall be indicated in the Declaration.

2. Natural persons shall be entitled to transport following goods not intended for production or commercial purposes through customs borders of the Azerbaijan Republic without payment of customs fees:
    a) goods with total value not exceeding 1000 equivalent dollars USA or with weight not exceeding 50 kg;
    b) goods handled by international postal services with total value not exceeding 200 equivalent dollars USA or with weight not exceeding 20 kg;
    c) critical household appliances at the value of 20000 equivalent dollars USA for foreign citizens immigrating to the Azerbaijan Republic or citizens of the Azerbaijan Republic emigrating from the Azerbaijan Republic;
    d) pharmaceutical products intended for personal use;
    e) 250 grams of caviar exported outside of the territory of the Azerbaijan Republic.
    f) 3 litres of alcoholic beverages for personal use;
    g) 3 cartons of cigarettes;
    h) fuel in the vehicle fuel tank at the volume specified in technical passport;
    i) art, historical, scientific and cultural items can be imported without any limitations.
3. Rules for import and export of currency resources by natural persons into or from the Azerbaijan Republic:
    -currency reserves brought to the territory of the Azerbaijan Republic by national or foreign citizens shall be registered via “Customs declaration” for amounts up to 10 000 equivalent USD and “Customs Declaration” along with “Customs ID” for amounts exceeding 10 000 equivalent USD.
    -Citizens of the Azerbaijan Republic shall be entitled to export an amount in cash of 1000 ( one thousand) dollars USD per person without payment of customs fees providing that such amount shall be declared in customs declaration, and shall pay the customs fee of 1 % for any amounts exceeding 1000 (one thousand) equivalent dollars USA up to amount of 9 000 equivalent USD;
    -Citizens of the Azerbaijan Republic and foreign states shall be entitled to export without payment of customs fees the amount in cash of 50000 equivalent USD on currency resources imported to the territory of the Azerbaijan Republic in cash earlier, by submission of relevant confirmation documents and declaring to customs authorities.
4. On goods that can be transported through the customs border of the Azerbaijan Republic by natural persons with permission of relevant state authorities:
    a) cultural items with assigned level of protection can be exported from the territory of the Azerbaijan Republic upon the submission to customs authorities of export certificate issued by the Ministry of Culture and Tourism of the Azerbaijan Republic and payment of state customs fee at the level of 100% of commissioned value of item.
    b) Hunting weaponry, its ammunition can be transported with submitted permission from the Ministry of Internal Affairs;
    c)Animals, veterinary drugs, medicines and tools, animal and vegetative raw materials can be exported with permission of veterinary authorities and relevant state authorities on quarantine of vegetation.
5. Goods prohibited for transportation through the customs border of the Azerbaijan Republic by natural persons:
Following are goods prohibited for import and handling via international postal service:
  • Official and civil weapons, all military items, explosives, military equipment of prohibited circulation according of legislation of Azerbaijan Republic;
  • explosives, military equipment;
  • radioactive materials;
  • narcotics and psychotropic substances, means for their use;
  • materials advertising low morale, violence and terrorism;
  • materials on technology of manufacturing of narcotics, psychotropic substances, poisoning and explosive items; goods prohibited for export and handling via international postal service:
  • zoological collections, their parts and fragment, including subjects of wild live not permitted for export, sending or purchase by the Ministry of Ecology and Natural Resources of the Azerbaijan Republic;
  • valuable trees (walnut, chestnut, lime, oak, pistachios, iron tree);
  • official and civil weapons, all military items, explosives, military equipment of prohibited circulation according of legislation of Azerbaijan Republic;
  • explosives, military equipment;
  • radioactive materials;
  • narcotics and psychotropic substances, means for their use;
  • materials advertising low morale, violence and terrorism;
  • materials on technology of narcotics, psychotropic substances , poisoning and explosive items;
  • special secret telecommunications equipment, their coding and user manuals;
  • information systems, documents and archives on active investigation action of Ministry of Defense, Ministry of National Security, State Border Service and Ministry of Internal Affairs of Azerbaijan Republic;
  • documents, researches and projects of state importance;
  • relict vegetation listed under the Red Book of the Azerbaijan Republic, dear and gazelle horns;
  • National cultural property listed in the State Registry for National Cultural Property of the Azerbaijan Republic with exception of items intended for temporary export for the purposes of exhibitions, tours, reinstatement works, presentations, international cultural events.
Sending of weapons and their ammunition by national persons is prohibited.

Handling of fire-arms and their ammunition via postal service is prohibited.

Meeting of the Working Group on Combating Terrorism
The meeting was held under the presidency of a new Chairman of the WGCTOC, Deputy Minister of Internal Affairs of Georgia Mr. Georgiy Lordkipanidze with the participation also of Deputy Minister of Internal Affairs of the Republic of Azerbaijan Mr. Vilayat Eyvazov, Deputy Minister of Internal Affairs of Ukraine Mr. Vasiliy Marmazov, Ambassador Extraordinary and Plenipotentiary of the Republic of Moldova Mr. Nikolay Gumenny, and GUAM Secretary General Ambassador Valery Chechelashvili.
