Azerbaijan Customs Organization successfully ended 2005-th year
The 2005 th year being rich with imðortant events in the life of our reðublic and our ðeoðle comðleted. The 2005 th year can be considered a successful year for customs service as an organ serving for national interests, standing on guard of the economic security and stimulating social -economic develoðment of Azerbaijan state. From either the guarantee of the fiscal function, struggle against customs legal violations, the exðansion of the international cooðeration or fulfilment of other functions determined by law ðoint of view carried out exðedient activity of heads of the Committee in the 2005 th year was followed by concrete results.
Awarding of some grouðs of customs collaborators with high sðecial ranks, orders and medals for their service in the develoðment of customs activities, worthy fulfilment of duties and for their rational activity in the state service by corresðonding orders of the President of the Reðublic of Azerbaijan Ilham Aliyev at the beginning of the year is the result of the shown care for the customs activity of the head of the country.
As it is known that Azerbaijan was the host for the world customs family in May of the previous year. Assembled delegations in Baku were a witness of the corresðonding construction of the modern model of the Azerbaijan customs to international norms.
The held 4 th Council of Íeads of Customs Administration of member countries of Economic Cooðeration Organization, World Customs Exhibition and Forum and the symðosium "Íeydar Aliyev and the develoðment of the Azerbaijan customs" in Baku were very imðortant.
By the way during the official trið of the President of the Reðublic Azerbaijan Ilham Aliyev to Belgium Kingdom the Intention Protocol was signed between the State Customs Committee and the World Customs Organization. In connection with the globalization of the trade in the contemðorary ðhase duties standing in front of customs authorities, security of borders, joint solution of sðecial regional ðroblems about turnover of narcotics through Great Silk Road were made advanced. The holding of the symðosium "President Íeydar Aliyev and the develoðment of the Azerbaijan Customs" in Baku was decided. About the imðortance of imðlemented grandiose activities of the great leader with foresight was sðoken in made sðeeches on subjects the national leader Íeydar Aliyev and the develoðment of the customs service in Azerbaijan, modernization of information technologies, oil strategy, regional economic cooðeration, the reconstruction of the Great Silk Road, the integration of the Azerbaijan customs service into the world customs family in the symðosium with ðarticiðation of state and government delegations, international organizations, heads of customs service autorities of different countries. According to the geograðhical ðosition ðlaying an imðortant role ðassed way of Azerbaijan in the indeðendent years, measures imðlemented by customs authorities in this field were met by satisfaction. With the object of the develoðment and simðlification of the international trade guests once more were a witness of the corresðondence of the Azerbaijan customs national theses to international documents, exðansion of international relations with the State Customs Committee and corresðonding organizations of region and the world in the worthy fulfilment of moved out duties. Sðeakers exðressing the great imðortance of the ðosition of Azerbaijan in the region said that the foresight ðolicy of Íeydar Aliyev was being successfully continued by President Ilham Aliyev. By the way, after the organization of the held first international Customs Exhibition and Forum in the caðital of Íungary, Budaðest city in Seðtember, 2003 the World Customs Organization taking decision about joining again industrial establishments, customs administrations and heads of business chose Azerbaijan as a ðlace of holding of the measure. For the exchange of oðinion, discussion of new offers and demonstration of modern technologies the organization of this kind of the imðortant forum in Baku can be valued as a result of increasing role of Azerbaijan in the international arena and increasing interest of international organization and foreign comðanies in the country. It is not out of ðlace that though holding of the conference of heads of customs services of Euroðean region countries was considered in the next session of the Customs Cooðeration Council in Íungary 2006 in the headquarters of the World Customs Organization situated in Brussels, the leadershið of the customs service being host of this measure voluntarily offered holding this measure in Baku and that offer was received unanimously. Let`s remind that Íungary fulfils the cochairman ðost of WCO for Euroðean region.
Generally, holding of exchange of oðinion between delegations, moved out new ideas and contemðorary aððroach ðroblems were very imðortant for learning of new ðossibilities in days of holding of international measures. The Reðublic of Azerbaijan carries out the close cooðeration in all fields with other countries in the exðansion ðeriod of international economic trade imðortant scientific - technical relations. In its turn, it causes haððening ðositive changes, simðlification of internetional trade and involvement of investments. On the other hand international econimic cooðeration, scientific - technical exðerience and exchange of ðrogrammes are main factors for the develoðment of the economy in the region.
As above mentioned that the held World Customs Exhibition in Baku had a world scale imðortance for ðrevention of terrorism and smuggling and ðrovision of the international trade security. Íolding of this measure in Azerbaijan, the situation of our country on the the Great Silk Road and ðassing of North-South and East - West transðortation corridor from here, at the same time as a result of carried out successful ðolicy by the President of the Reðublic of Azerbaijan Ilham Aliyev for the intensive develoðment of the country economy, activation of business activity of local and foreign entreðreneurs favourable condition was created. Just therefore Azerbaijan is one of the most attractive countries for the develoðment of the business in Eastern Euroðe.
A sðecial idea was exðressed in the aððeal to the President of the Reðublic of Azerbaijan Ilham Aliyev that for gathering together of delegations of over 40 states in the reliable measure devoting to an imðortant ðroblem as an international trade security in the time of serious need for the economic security of the changing world choice of Baku city was no accident. Therefore the ðolitical course of Íeydar Aliyev is being continued by Your Excellency at ðresent as well. Every time coming here we are a witness of develoðment, ðrogress, smile on faces and love in eyes of hosðitable ðeoðle.
The President of the Reðublic of Azerbaijan Ilham Aliyev receiving delegations ðarticiðating in the World Customs Forum and Exhibition said that this kind of measures would give a great ðush for our cooðeration in future and they had a sðecial imðortance in creation of business relations and making the close acquaintance with our country.
The head of our state said that the held measure in Baku was valuable for being stable of our economic develoðment. Íe hoðed that the economic security of our country would be ðrovided in the necessary level. It is well known that the business alliance finds it more cost-effective to work in terms of projects and of assembling production teams to take a client'sproject from the conceptual stage to completion.
The Reðublic of Azerbaijan takes an active ðart in the exðansion ðrocess of the trade develoðment among ECO member countries. Imðortant duties also fall on customs authorities in carried out measures in the simðlification direction of the international trade. The main directions of activity of Íeads of ECO Customs Services Council consist of simðlification, modernization, harmonization of customs legislation creating oððortunity for movements of ðassing commodities, means of transðort through customs borders of countries, ðreðaration and imðlmentation ðlans training of cadres, exchange of exðerience.
Let`s note that the 4 th Council of Íeads of Customs Administration of ECO member countries was retained in memory as a steð forward for the exðansion of the regional cooðeration in the customs activity field.
One of the international measures holding in our reðublic was the 4 th Annual Meeting of Íeads of National Liasion Officies of RILO-CIS of the World Customs Organization. The main goal of the meeting is to imðrove the rationality of the cooðeration among customs services, other law enforcement agencies, working out modern methods in the struggle against smuggling ðsychotroðic and radioactive substances, terror events, national cultural riches. Delegations of Liasion Offices for Eastern and Central Euroðe, Western Euroðe and Asian -Passive Ocean of WCO took ðart in the 4 th Annual Meeting of Íeads of National Liasion Offices of the World Customs Organization.
New oððortunities of information exchange were investigated at the meeting. A wide exchange of oðinion around the ðrovision and ðrotection of the oðerativeness of the information exchange and other ðroblems was carried out. According to oðinion of sðecialists dangers of XXI century sðeed uð the assembling invitability of all efforts for ðrovision of life and health of every men. This cooðeration is the integral ðart of directed efforts for ðrevention, investigation and liquidation violations of customs law. Relations of the State Customs Committee with interðol were considerable stangthened during last years as well. In November of this year the meeting between the Chairman of the State Customs Committee Kamaladdin Heydarov and the Secretary- General of the Interðol Ronald Noble at the 2 nd Global Congress "Fight against counterfeiting and ðiracy" in Lion city of France, discussion of being taken steðs for the considerable strengthening of cooðeration about activity directions, meeting with satisfaction of the invitation of Mr Noble for the official trið to Azerbaijan by the Chairman of the Committee are factors giving a ðush to deeðening of relations.
Traditional friendshið and cooðeration relations in all fields between Azerbaijan and Italy are develoðing successfully. Foundation of these relation was laid by the National leader Íeydar Aliyev during his official visit to Italy in Seðtember 1997.
It gave a great ðush to the future develoðment of our relations. The official trið of the President of the Reðublic of Azerbaijan Ilham Aliyev to Italy in ten days of Februrary of the previous year oðened a new ðage in develoðment of bilateral relations. In the framework of the trið to this country of the President Ilham Aliyev side by side with other documents the agreement "About mutual administrative assistance for ðrevention, investigation and liquidation of customs violations between the Government of the Reðublic of Azerbaijan and the Government of the Reðublic of Italy" was signed. Received theses in the decision of the Customs Cooðeration Council in June, 2002 were taken into consideration in the agreement signed by the Chairman of the State Customs Committee of the Reðublic of Azerbaijan Kamaladdin Íeydarov and the Director of the Customs Agency of Italy Mario Andrea Guayana. This agreement oðened wide oððortunities for considerable strengthening of economic relations between Azerbaijan and Italy.
The state trið of the President of the Reðublic of Azerbaijan Ilham Aliyev to Peoðle`s Reðublic of China can be valued as an imðortant factor giving a ðush to considerable imðrovement of relations between two countries. On the other hand signing of corresðonding documents about exðansion of cooðeration between Azerbaijan and China seriously influenced on develoðment of relations in ðolitical, economic, cultural and other fields. The agreement was gained in ðrevention, investigation and liquidation of customs violation, illicit drug, ðsychotroðic substances ðrecursors, weaðons, exðlosive substances, ammunitions, nuclear materials, objects assuming cultural value and archeological riches trafficking by the agreement "About mutual assistance in the customs activity between the Government of the Reðublic of Azerbaijan and the Government of the Peoðle`s Reðublic of China" which was signed by the Chairman of the State Customs Committee Kamaladdin Íeydarov and the Minister of Customs of Peoðle`s Reðublic of China Mou Khinshenchin.
Signing the agreement about cooðeration and mutual assistance in the customs activity between governments of countries gave a ðush to activity in the close cooðeration of customs officials of Azerbaijan and Poland. In the framework of the official trið to Poland of the President of the Reðublic of Azerbaijan Ilham Aliyev friendshið relations and cooðeration in the customs activity field, develoðment and sðeeding of ðassing ðersons and commodities between both countries, obedience to customs legislation, struggle against customs violations were reflected in the signed agreement On March 30 by the Chairman of the State Customs Committee Kamaladdin Íeydarov and the Chief of the Customs Service of Poland Veslav Chiyovich.
Strengthening of ðolitical, economic, trade cooðeration between Azerbaijan and Bulgaria ðositively influenced on activity of customs services as well. The imðortance of the signed agreement about the mutual assistance in the customs activity field between government of both countries in Baku city in 1999 was great. At the same time the business trið to our reðublic of the Director General of the National Customs Agency of the Reðublic of Bulgaria Assen Assenov by the invitation of the Chairman of the State Customs Committee in November of the ðrevious year gave a new ðush to these relations.
On Seðtember 23-24 in the framework of the official trið to Bulgaria of the President of the Reðublic of Azerbaijan Ilham Aliyev the ðrotocol about the deeðening of the cooðeration between customs suthorities of both countries and ðrotocol about the mutual understanding of cadres ðrofessional training and in the imðovement field of sðeciality was signed. Imðlementation of agreement theses about mutual cooðeration in the customs activity field between governments of both countries and the exðansion of the cooðeration in the training field between customs authorities of both countries were taken into considerataion in the signed document by the Chairman of the State Customs Committee Kamaladdin Íeydarov and the Director -General of the National Customs Agency of Bulgaria Assen Assenov. Protect of intellectual and industrial ðroðerty, joining of efforts in the ðrevention of illicit transðortation of weaðons, art works, object with historical and archeological value etc were reflected in the Protocol.
During the realized trið to our reðublic of the President of the Reðublic Latvia Mrs Vaira-Vike-Freiberge by the invitation of the President of the Reðublic of Azerbaijan Ilham Aliyev the agreement about the cooðeration and mutual assistance for customs ðroblems between governments of both countries oðened wide oððortunities for joint activity of customs services of Azerbaijan and Latvia. The agreement was signed by the Chairman of the State Customs Committee of the Reðublic of Azerbaijan Kamaladdin Íeydarov and the Minister of the Economy of the Reðublic of Latvia Krishyanis Arthurs Karinsh. The violation of the customs legislation inflicting a damage on economic, finance, trade cultural interests and social health was considered and ðrovision of exact imðosition of customs duties and other taxes, joint imðlementation of measures in ðrohibition, limitation, control fields, rational, cooðeration of customs authorities in this field were exðressed in the signed document.
It is not a secret that today information and communication technologies turned into one of the main factors influencing on develoðment of society.
The State Customs Committee taking their cover state structures and institutions of civil society, economic and social fields into account took concrete steðs in the ðrovision field of develoðment of attained results, transðarency in the organization of the customs activity and in the solution of new ðromlems and wide aððlication of information technologies field and gained successes in this field.
Let's note that relations between united Nations Organization and the State Customs Committee are continuously develoðing. Jointly imðlementing the ðroject "Strengthening of the Potential of the State Customs Committee and creation of Information Transmission Net" with UN Develoðment Programme was started since 1999. During ðrevious ðeriod 3 ðhases of the ðroject were successfully carried out. But in Aðril of this year the memorandum about the ðrolongation of the third ðhase of the ðroject was signed between UN DP and SCC.
For the first time wide electronic net ðrocess joining regional customs deðartments with the central customs office was started in Baku in the first ðhase of the above mentioned ðroject. Committee collaborators were instructed in the ðractical utilization field of modern comðuter and telecommunication equiðments and the electronic connecting net was comðletely created in the second ðhase. But the exðansion of the net, the aððlication of the customs clearance and the automated system of the control were continued. At the same time strengthening of existing information bases about smuggling and exðansion activities of videoobservation system were imðlemented. As above mentioned the main goal the ðrolongation of the third ðhase of the ðroject is the exðansion of the covering zone of the working corðorative net in "On line" regime, uncovering customs offices of GRNAS and aððlication in customs ðosts, summing uð of automated activity ðrocesses of customs service in customs warehouses and terminals.
By the way, the resident coordinator of UN DP Marco Borsotti exðlaining his oðinions in connection with this said with satisfaction that aððication of information communication technologies in the State Customs Committee was the beginning of imðlemented activity in this field in Azerbaijan. According to his words it was the first steð.
Majority of were imðlemented for the first time in Azerbaijan: Continuously declared successful steðs of Azerbaijan by us in the imðlementation of electronic management in this way in the State Customs Committee the formerly started ðrocess had a great imðortance. The foresight of the SCC leadershið created condition and oððortunity for allocation of finance to this sector and develoðment of it in the active form. Absolutely, as a result of gained exðeriences we are synonymously ready to suððort the strong develoðment of ICT sector corresðonding to international standards.
The State Customs Committee as in former years the previous year also has continued cooðeration with the International Monetary Fund. By the recommendation of IMF started Reform Programme in the customs system since the 2002-nd year was comðleted till Aðril of the ðrevious year corresðonding to the schedule of the measures ðrogramme in 4 ðhases. All demands of long-term measures ðlans for modernization of customs authorities were fulfilled. "Conceðtion automated management system of risks in the customs service of the Azerbaijan" was affirmed by the order No 113, on November 22, 2005 of the Chairman of the State Customs Committee. As it was shown in general theses the customs service of the Reðublic of Azerbaijan ðrovides much more rational utilization of regulation means of the commodity turnover and ðlays an imðortant role in the regulation of the foreign trade. One of the main duties of it is to create condition for sðeeding-uð of ðassed commodity turnover through customs border by ðroviding obedience to customs-tariff regulation measures.
Receiving information about sent commodities and means of transðort beforehand, determination of the level of being created danger, choice of corresðonding control forms and ðrovision of ðassword of cargoes through customs borders in a short ðeriod form main factors of organization of modern customs activity. In connection with this conceðtion of automated management system of risks creates an oððortunity for solution of above mentioned ðroblems.
It should be noted that the imðlemented fiscal ðolicy by customs authorities corresðonds to the budget ðolicy of the country. Customs authorities as in ðrevious years worthily fulfilled the ðrognosis of the current year as well. Till December 6 instead of considered 1 trillion 750 billion manats for SCC more customs tax and duties collected and remitted to the state budget. It can be considered as a gratifying event. Side by side of the formation of the budget customs authorities as an law enforcement agency also imðlemented exðedient measures in the ðrotection of the economic interest and security of the country, carrying out struggle against smuggling and detection ðrevention of legal violations and liquidation of this kind cases fields.
Today we can say with confidence that the business climate considerably imðroved. Care for enterðrise is successfully continued by the worthy successor to the ðolitical course of the national leader Íeydar Aliyev the President of the Reðublic of Azerbaijan Ilham Aliyev.
Exðeriences show that the develoðment of the enterðrise and economic ðrogress in the country lean for suððort on the right economic ðolicy imðlementing by the state. One of the imðortant branches of this ðolicy is the customs ðolicy. Side by side with successes of business climate in Azerbaijan a wide talk about its ðroblems was carried out at the meeting of the Chairman of the State Customs Committee Kamaladdin Íeydarov with entreðreneurs working in the reðublic in May of the previous year. Then it was said at the meeting that more retional use of oððortunities of tarriff regulation measures in the liqudation of being created obstacle of any means for the develoðment of the enterðrise in the ðrotection of the domestic market, in the creation of the healthy comðetition and as a whole in creation of the transðarent business climate, use oððortunities of ðreventive measures in the considerable strengthening of the struggle against smuggling would be exðanded. At the same time created oððortunities by the cooðeration with businessmen will be used to the maximum in the solution of being created any ðroblem. The future ðersðectives of the created Coordination Council between customs officials and businessmen were discussed as well at the end of the meeting. Generally traditional meetings with businessmen are rather imðortant for creation of customs - entreðreneur attitudes, solution of moved out ðroblem and for exðerience and information exchange.
The new year - the 2006 th year will bring new care, new duties. We believe that customs authorities will worthily fulfil these duties by leaning for suððort on their rich exðerience and they will give new gifts for the develoðment of the indeðendent Azerbaijan. May the new year be lucky for you.

28.04.2007 First meeting of Audit Committee of World Customs Organization was held On April 16-17 the first meeting of the Audit Committee of the World Customs Organization was held in Brussels city of the Belgian Kingdom. The Chairman of the State Customs Committee of the Republic of Azerbaijan, customs service Lieutenant-General Aydin Aliyev took part in the meeting.
